The Government of Goa has decided to make a new rule for marriage. Under this law, it is now mandatory for everyone to get HIV test before marriage. In order to finalize this law, the government is taking opinion from the law department. Not only HIV is mandatory but test of thalassemia is all made compulsory before marriage. So that the children of the victim’s parents do not have the disease.

“We are considering making an HIV test compulsory for the prospective couples before registration of marriage in Goa. It is not mandatory right now,” Rane told IANS.

Rane, who is also a Minister for Law, added that the proposal to make HIV testing compulsory before marriage was being vetted by the Law Department.

“If it is cleared by the Department soon, then we will table the law in the monsoon session of the state Legislative Assembly,” Rane said.

In 2006, there was talk of enacting laws regarding the HIV test. The proposal of the then Health Minister Dayanand Narvekar got the approval even then the then government of that time could not give it the approval of the Assembly. Because of which this law was not applicable.
